Reliable data from SAGE showing that the
rate of infection is decreasing to manageable levels across the board.

? Not quite met as SAGE R numbers are within a range of below one but it is fluctuating.
Test four

Be confident that the range of operational challenges, including testing capacity and PPE, are in hand, with supply able to meet future demand.

X Not met, and this is test is vital in order to deliver on tests two and three.
Test five

Be confident that any adjustments to the current measures will not risk a second peak of infections that overwhelms the NHS.

X Not met because if three of the five tests have not been met, this is a very risky strategy, as no infrustructure has been put in place.
