Why?
Because a pandemic like this that matters a lot, if you have any experience in resources management, we can narrow down everything at least at district level, going beyond that has some administrative limitations in India, even Kerala cant do that!

If your district did not have the health infrastructure to treat the possible infections, that will break the very system.
In my opinion majority of Indian districts, except metros have only facilities to treat not more than 250 severe cases at a time!
