navajo nation hcoc is supposed to be giving out resources to "affected and vulnerable" communities (whatever that means bc it's entirely subjective), so they redirect "others" back to their chapters to get food, water, supplies.

the navajo nation received $600 million in CARES funding in addition to receiving millions in monetary donations and THIS - *THIS* is what navajo nation chapters in rural areas are distributing:
