Truly and honestly, I'd like to look at the engagement numbers used to determine the goal and when these numbers were generated, because just looked at the decrease in concurrent players over the last six months tells me that no one took that rate into consideration. https://twitter.com/PaulTassi/status/1260539359557812224
Looking at past data, they were going off of engagement from around Opulence/Undying, on Steam alone the numbers were around 226K concurrent players on October 4th last year, which was right after PC release. I'm trying to track down similar data for consoles.
Numbers on Steam evened out to be closer to 165k for the month of October 2019, but by January we were already in the mid 60k range. There was a small boost (14k) in March right around the time Season of the Worthy was released, but the rate evened back out to mid 60k in April.
Assuming the 60k rate of concurrent players holds true for console, each guardian would have to complete a public event 50 times. Success rates vary, but I've seen people claiming one successful completion out of 25 runs.
That makes the success rate about ~.04%, so to achieve guardians getting those 50 successful completions means each guardian would have to run the even 1,250 times. The season ends in 26 days, so that's running towers 49 times a day, give or take.
I started writing this thread earlier this morning and just now finished it, so I'm extremely glad they've tweaked the champion power and also added the 5x week and 10x weekend modifier boosts. Hopefully that will adjust the success rate significantly to make this achievable.
