Neither of them had the security clearance to ask for unmasking

It's been my theory all along that the plethora of unmaskings between Powers & Rice were done by request of Rhodes

December 15th 2016 was a busy day

Just so there is NO mistake this is how unmasking works as explained by the former Director of the NSA Mike Roger who during this time period in question was the head of the agency that does the unmasking.
