most of the country will move to level 3 at the end of May, but not some metros
level 4 regulations are being adapted to deal with certain anomalies on retail, online selling, etc

No change proposed to the economic relief package (despite its inadequacy)
Cabinets finalising a strategy for a medium term economic recovery phase- will be announced asap.
Despite some inadequacies, the speech showed great humility & recognition that mistakes have been made.

Critical now: civil society engage government on key issues of concern including
serious gaps in the economic rescue package to households & firms
improvement of lockdown regulations
improvement of health systems to combat Covid
Action to combat abuses by authorities
