It's too early to say anything about the effect of "opening up" on COVID-19 cases in Georgia from reported cases. It's been just barely over 2 weeks. Incubation can last up to 14 days before symptoms, and test results may take days. https://www.axios.com/coronavirus-cases-map-high-risk-states-8ceeaa05-cc07-4e8b-b9f4-df3a3315f143.html
I won't be shocked if cases don't spike, bc people are being careful and other measures remain in place. A spike wouldn't mean opening is the cause either, bc testing has increased. Regardless, it's too early to draw any conclusions. The next 2 weeks will be instructive.
If you're not familiar with testing lags in Georgia, it has been a real problem. We don't have negative test results, so it's unclear how many tests are outstanding even though Georgia has ramped up testing. https://www.ajc.com/news/local-govt--politics/glitches-lost-tests-delayed-results-for-thousands/2k9qNf4eAyjuOokuKehczJ/
