My theory: 5% of under 1 million was so costly to track down (they have to employ analysts to guess at who crosses the free-to-use line, approach folks possibly in violation, escalate from polite to firm collections, etc) that they just went "this money is not worth collecting."
and when you throw in the massive PR boost it gives them, on top of that very literal and measurable savings, it's like... yeah that's a gimme.
