This is one of those "No one would believe it if you described it in 2017, but now it's shrugged off as normal" moments. The mafia administration is punishing snitches with jail time and rewarding cronies with get-out-of-jail-free cards.

But because it's buried under the thinnest veneer of administrative rationale - some nonsense about Flynn's case not being up to snuff or a covid early release policy that doesn't even apply to Manafort - mainstream writers feel obligated to pretend it isn't even happening.
