USTR Document: 2020 (Guardian's sourced doc) Summary of doc the year before, but further progression highlighted by Saudi Arabia, still saying piracy battle is still ongoing between SAIP and BeoutQ, which is now operating outside of Saudi Arabia. But action has been taken.

BeoutQ boxes are sold in a grey markets so an indie store/online. Which hide in plain site, even the UK faces this issue, with IPTV's being sold even on FB. #KSA clamped broadcast signals in 2018. UK and US also had this problem, which is why pubs now need broadcasting license.

Conclusion
Saudi have made actions, but US told Saudi on behalf of IP Holders to do more to fight it. Which they have in 2017, setting up SAIP. Unitary and Federal govts or Monarchs have fought piracy since the beginning. No reason for #PremierLeague to block.
Just be patient...

Which makes me believe that if there is a delay, as per @guardian, it shouldn't take long to review it (from what I seen), No charges or criminal records, which O&D test is solely about.
