Contact tracing is a necessary element of the public health response to COVID-19. Programs that aren’t technology-dependent cannot scale for a population level pandemic. So if you’re recommending artisanal programs staffed only by human contact tracers as a realistic alternative, you’re mistaking COVID-19 for a bad measles outbreak.
