Ruth Luevanos was facing recall after she made a "know your rights" video encouraging illegal aliens to avoid ICE and not cooperate. She filed the false HR report just after the Notice of Intent to Recall was approved. She did it to chill constitutionally protected speech...

... which is DESPICABLE and she must lose at the ballot box next time. The recall failed after her supporters threatened donors with a loss of business if they supported the recall.
