Certain reforms are not that difficult.

1. Look at licenses. See if they can be made one-time/online/ yearly renewals made decadal, if needed at all.
2. Look at inspections. They can be made automated/random removing discretion for officers
3. Look at registrations. They should be mandatorily online, seeded with Aadhar and PAN Card details. Physical verification of premises to be avoided.
4. Look at permissions. See how many of them can be converted to "advance intimations", to save time for starting operations.
5. Look at Returns. Every redundant field can be removed, and filings with different agencies to be collated centrally (IT, GST,MCA, Commerce) and accepted by everyone.
6. Look at letters. Make online communication mandatory, and all certificates/permissions issued online only.
7. Look at legal cases. All cases >20 years summarily dropped (exceptions will exist). Make court filings online and introduce plea bargaining.
8. Look at investigations. Encourage closure of cases by making it better to pay than to contest. (Settlement/Compounding)
9. Look at Policies. Encourage radical thinking/lateral thinking. Promote innovation and local ideas.
10. Look at Officers. Make Bureaucracy receptive and free. The threat of vigilance/transfers makes us conservative and unwilling to embrace new ideas.
These were very very few and broad suggestions. I am no expert on several things. Just a few years experience in the field has given me certain insights which i believe can improve the system. Thank you. Now dont @ me!!
