I don’t know if the TAC name is still being used, it looks like it dissolved back in 2012 into Sotera.

The Collyer report mentioned NCTC frequently. Terrorist watchlists. Surveillance of watchlisters. Which would populate the 702 database. Find a contractor that serves the IC.
BAE, Booz Hamilton, L-3 etc are some of the contractors with the IC in this topic. BAE, BAH or L-3 for example would fit in that redaction.

There’s still some missing links but between beefing up the database(s) and managing it, some contractors had to much exposure to data and some made searches. Pulling the thread up to the Principals Committee/NSC, where Brennan was briefing about Russia and UN related issues.
It appears there was a rolling FISA to acquire data. The Sept 2016 certifications (warrants from 2015-2016?) seem to be the sticking point under review.

The court has 30 days to review the annual submissions from CIA NSA NCTC and FBI. Received in Sept 2016. A couple days before their review period was up, Adm Rogers informs them of some issues. These would be the illegal searches/access.
Which we all know about. I’m just reading back through the first 90 pages to see if there is any thing to be gleaned about the top of the problem. Who received the intel.
October to March and they still hadn’t pinpointed all the systems and tools that could access the data. Um 😬
NCTC allowed access to raw info in 2012 to better brief executive and legislative branch executives as well as share data across IC in more timely fashion. And no issues found through NCTC up til the change.
Apparently NCTC would hold copies for other agencies. If FBI or CIA needed info, NCTC would retain that request beyond what FBI or CIA would.
I said FBI and CIA but they said NSA and CIA up there. In here they speak of access specifically to FBI systems and that employees, contractors and people assigned to NCTC would have access to minimized FBI data and not raw FBI data.
I haven’t found what I’m looking for yet which leads me to believe that this is one of those “while we were looking for problem A, we found problems F B and I” reports. Reminds me of the recent Senate report on Russia which left quite a few FBI problems unredacted but no others.
The report also goes back and forth between what was in place up to 2016 and revisions, provisions and changes as a result of the 2016 review. So far if I were hitting these databases, I’d search NCTC most because it seems to have the deepest well, retaining copies longer.
