Found out today that there’s a sort of Bilateral agreement between Nigeria & China where Chinese serving jail time are sent to Nigeria, Lagos, to conclude their remaining sentence working as cheap labour. Why most have police escorts. How true is this?

Heard most work for big Chinese construction companies In Nigeria & most Chinese living in places like Ajao Estate & Ilupeju are prison inmates. They are recruited for their work ethics mostly, also cheap labour. Any credible source on this. Pls share link.
