What does @JytteGuteland propose in her draft @EP_Environment-report on the #EUClimateLaw?

Some observations:
First and foremost, the draft calls for a 2030 reduction target of -65%. It also asks the @EU_Commission to include this target in its impact assessment. [1/n]
Secondly, the draft includes the call for the integration of the 'carbon budget' concept into #EU legislation. The budget should set out remaining quantity of GHG emissions, broken down by economic sector. #EUClimateLaw [2/n]
Thirdly, the draft calls for a 'European Panel on Climate Change' (EPCC) - an independent and autonomous scientific advisory body with the purpose of monitoring GHG emissions reductions in the EU and its Member States in publicly available reports. #EUClimateLaw [3/n]
Fourthly, the draft includes interesting language on differentiation between Member States: All MS have to reach "national climate neutrality by 2050 at the latest".

Also relevant: MS are required to reach climate neutrality "within its territory" --> no CDM-style offsets [4/n]
Fifthly, the report makes clear that the #EU and its Member States "will have to ensure that removals of GHG exceed emissions" to reach net-negative emissions after 2050. #EUClimateLaw [5/n]
Sixthly, the draft calls for something that has hardly been discussed so far: A 2040 target that should be adopted in 2025 and in the range of 80-85% #EUClimateLaw [6/n]
7. An issue that already got quite some attention among #EU and #climate experts: @JytteGuteland's draft kicks the 'delegated acts' out -- something that would lead to more competencies for EU Commission. Instead it calls for ordinary legislative procedure. #EUClimateLaw [7/n]
8. In addition, there are "sectoral climate-neutrality roadmaps". In a harmonised format, each sector should submit close to zero-dates, obstacles, opportunities as well as technological solutions to the Commission (..any ideas who's 'the sector'? - I don't.) #EUClimateLaw [8/n]
9. Conclusion1: Even though there are new things, nothing is really surprising. A lot of them were also debated in #ClimateLaw processes in MS before. It is to be anticipated that most of them, esp. the targets, will have strong opponents. Across MS, but also inside the EP. [9/n]
