Striking difference in mobility patterns in Portugal and the Netherlands during the pandemic. Perhaps Northern Europe is not that disciplined and Southern Europe is not that unruly?
Context: people in Northern Europe tend to trust their fellow citizens a lot more than in Southern Europe. Maybe they are wrong. Or maybe people in Portugal stay more at home precisely because they don't trust others (no data here though).
And again for context, this is the number of daily Covid deaths per million people in the Netherlands and Portugal.
Admittedly, Portugal, Spain and Italy adopted stricter measures, but the motivation for the Dutch "smart" lockdown was that people were adults and could be trusted to act responsibly. Despite initial talk of "herd immunity", the policy objective was the same.
"French and Spanish leaders eagerly applied coercion, the curtailment of freedoms in the North was more restrained. It is a contrast between countries with persistent authoritarian tendencies and countries with a more deeply rooted sense of freedom" https://www.nrc.nl/nieuws/2020/05/08/de-crisisaanpak-vraagt-om-politieke-beginselen-welke-a3999166
In the Hague, last week, there was an anti-lockdown demonstration where 80 people were arrested.

To be fair there are also more parks to go to in the Netherlands.
