Please note the part where ADM Rogers notes the FBI would likely gather more incidental collection. [and as a consequence unmaskings]
Rogers noted the uptick in 702 "About" searches. From his end of the database that would be a concern.

However, Rogers would not know the extent of the FBI surveillance unmasking; that would be outside his compartment.
