Just impressionistically, several of the bigger Houston restaurants groups seemed to have passed on the "open at 25% capacity" offer.
Also, I haven't done much curbside during this period, but it seems to me you should:

1) take payment over the phone or internet and not require any signatures

2) Have people park and then text a parking spot number to the restaurant.

On #2, many seem 1/
to be doing this thing where everyone lines up at a tent, and an employee comes to your window to get your name and payment. That's not *bad,* it seems to me, but it could better. And the supermarkets are doing it totally seamlessly.
