The actual science says that infection is most likely indoors. A much more effective requirement would be that ppl who want to enter a business have to wear a mask, & then provide masks for free at all store entrances.

To be clear: I completely support ppl wearing masks outside; but it is not a good use of any City resources & not supported by science to enforce a mandatory mask order with fines, requiring additional physical contact btwn officers & civilians.

Enforce a mandatory mask to enter store order & provide stores with masks for any customers entering.
