I’m also confused after Boris’ speech: (1) going to work when you can’t work from home was already the position but now you should avoid public transport: that’s an additional rule not a relaxation; and [Thread] https://twitter.com/lordcfalconer/status/1259549741312094209
(2) from Wed you can take unlimited ‘exercise’ : but that was the law yesterday, today and since 23 March; and
(3) you will be able to ‘drive to take exercise’ but that’s also already the case (see eg police guidance ‘it is lawful to drive for exercise’ https://www.college.police.uk/What-we-do/COVID-19/Documents/What-constitutes-a-reasonable-excuse.pdf); and
(4) playing football with your household in the park (aka ‘exercise’) is also currently allowed; and last but not least
(5) From Wed you can ‘sit in the sun in the park’. Here we have a change, although it appears that it will be inappropriately shoehorned within the concept of excercise (rather than the jurisprudential novelty of the addition of an express sunbathing exception to reg 6). So :
(6) In sum, other than being allowed to sit in the park, the restrictions have actually gotten tighter and overlaid with another layer of spin.
