What is the Rawalpindi Ring Road really solving? If you ever want to hear someone justifying sprawl, this is the document to go to: As per the Asian Infrastructure Investment Bank project doc:

1) Development of the Rawalpindi Ring Road will help relieve the bottleneck on N-5.
2) It will help alleviate congestion in the central areas of Rawalpindi city, and release space and save travel time for
non-motorized traffic, public transport and commuting vehicles within the twin cities
3) It will also facilitate the growth of the Rawalpindi city towards south-western side in a planned manner.
4) Segregating the strategic movements towards the southwest part of the city from local traffic will
enhance the city’s function as the national transport and logistic hub.
5) Moreover, the city northeast part and Islamabad will have sufficient space for livability, job creation and other service or industry
developments
6) It will also contribute to reduction in fuel consumption, vehicular noise and air pollution in the urban area.
Summary: Shehar phela ke fuel consumption kam ho gi. Does not seem right. Will quote just one statistic here:

In the US, between 1993 and 2017, over 30,000 new lane miles were built; and during this time traffic congestion rose by a staggering 144 percent.
Also, let's not forget the cost: a wonderfull 100 billion PKR - all done through loans in a country constantly on the brink of bankruptcy. Is this really the best use of this money?
