So in 2004, George Bush signed Project Bioshield legislation, which "guarantees a government market" for an assortment of potential threats. Namely, anthrax, smallpox, botulism, radiation, and nerve agents.

In the same lab that Remdesivir clinical trials had occurred in 2018, the following infractions occured:

This hearing goes on to say that all of these agencies and surveillance programs would be put into place to stage an integrated and thorough government response to any biological threats.
