The problem with a political machine which believes branding and repeated sloganeering are the best for political messaging is neither of these are the kind of communication you need during a pandemic.
So even if, say, Gov had decided the Swedish model was the one to do; they weren’t able to COMMUNICATE that decision effectively to us nor indeed, at all, because it’s not a brand or a slogan.
And in the absence of proper, detailed communication, people and institutions started a spontaneous lockdown because they were looking around them and abroad. So Gov had to change tack.
IF they were following Swedish model not just humming and dithering and being careless which, is possible.

TLDR: the Get Brexit Done people are bloody useless at anything other than repetitive slogans.
