How is Savarkar’s petition different from Gandhi asking to do volunteer service to Brit Army in 1915?

1) Offers to "volunteer to do any service in the present War,that the Indian gov think fit to demand”.

2)Requested the release of “all those prisoners who had been convicted for committing political offences in India”.

Gandhi was back in India. While traversing villages he recruited volunteers to assist the Brits in the War.

He even said: “England’s need shouldn't be turned into our opportunity and that it was more becoming and far-sighted not to press our demands while the war lasted.”

So @VinayShindeBlr if compare the 2, how do I not assume Gandhi's appeal not to be equivalent to that of Savarkar's petition of October 1914?
