If this article is correct summary of NSA meeting, then its worrying. We have misdiagnosed problem :

1. Tighten Anti Infiltration Grid on LC seems is the main order from NSA. Well infil grid is ALWAYS as tight as possible. It is IMPOSSIBLE to have Zero infiltration

2. LC terrain is from 4000 ft - 15000 ft. In the easiest areas conditions are such that on a typical night, admist sound of gushing nullahs, if terrorist sneaks past just brushing your fingers, you will not notice. In more difficult areas Snow and ice cover is to 15-18 feet

3. Since early 2000s LC fence (AIOS), improvements in surveillance, have brought infil down from 1000s to less than 100. There is NO, simply no way you can bring it down to Zero. Even if you deployed 30-40 lac troops on LC enemy would still manage to infiltrate 20-30 a yr

4. Pak is desparate and jihadis are cannon fodder for them. They don't mind trying to infiltrate 100 and only 1 getting through. Remeber 4 Para Op in Kupwara where we lost 5 brave Paras, well there was 14-15 feet of ice + snow there and they still tried to infiltrate

5. Our short term focus has to be a) Destroy as many terrorists as possible in Pak itself b) change our Rules of engagement while dealing with terrorists in built up areas and hinterland

6. I hear that first is being attempted in some measure now. We are targetting terrorist launch pads in POJK largely by arty. But they are adapting. Main concentrations have been moved outside arty range and launch pads close to LC have become smaller.

7. Infil parties have become smaller. More civilian cover, co-location with army is used. We have to improve our surveillance assets (better drones) and also get UCAVs or armed drones. Find terrorists, destroy them quickly. Don't worry about hitting civilians and Pak Army

8. In fact we must target Pak Army punitively to impose a cost on them. For 30 years this has been a Zero Cost strategy for them. This absolutely has to change.

This is what we need NSA for - strategic transformation. Not for telling Army to 'Tighten Anti Infil Grid' !

9. On the second short term solution - changing our rules of engagement in hinterland and towns and villages, I have written this thread after #Handwara. Do read again. This is what NSA should allow Army to do. COAS must insist on this

10. So we have looked at immediate options - a) Hit terrorists in Pak b) change your rules of engagement in valley

But this is only short term/immediate. In the medium and long term, we need to execute full spectrum , all of government approach to dismember Pak

11. I wrote about it a couple of days ago. Take drid nischay to destroy Pak by a particular date. Do it by :

a) Choke their water b) Strangle them financially c)Exploit divisions in Pak Army d) Support Baloch, Pakthuns

12. NSA should lead whole of government approach to destroy Pak in medium term

And in immediate term, allow Army/IAF to hit terrorists camps and change Rules of Engagement in valley

CDS, COAS, CAS, CNS should tell him this is solution not 'Tightening Anti Infil Grid' !
