The GOI has no power to issue binding orders to States about Lockdown within States. Public Health is a subject in the State List. 'Preventing Inter State spread of infectious diseases' is a subject in the Concurrent list. The Epidemic Diseases Act gives no such power to GOI

The Disaster Act enacted under the residuary entry of Union list can't be used to issue binding directions to States on Lockdowns for a pandemic when exclusive executive&Legislative power on Public Health is with States.States can refuse GOI's orders& decide their Lockdown policy
