So my upstairs neighbor has been smoking in his apartment (not allowed per lease btw) and has made our apartment reek, has been ashing on our balcony constantly and has dropped a LIT CIGARETTE on our carpeted balcony that caught flame.

More info about this guy. I sent this text Sunday, May 3rd and the glass is still down there, shattered all over the rocks.

We went out to check for more ash and found out they were throwing food on to our balcony, then the box down to the ground below (if you zoom you can see the glass there as well). We think he& #39;s either still attempting to harass us or frame us somehow, lol. Childish.

After listening to these guys talk, we& #39;ve heard them admit that they are on PCP & that one is being followed by secret service(?). Not sure on the integrity of these statements since they are without a doubt drunk out of their mind, if not under the influence of another substance
After 2 warnings to be quiet, 1 officer stuck around to assure so. They continued to be loud, & one man was written for a criminal citation while the other was asked to leave (another resident from a different building who also had his animal in that apartment, unauthorized).
After about an hour, the other man left. It was quiet for about 2 hours and now again, 5:18am, we have more loud-as-fuck carnival music? Alright dude.
He& #39;s heard us call and has referenced our apartment # several times aloud, and he& #39;a turning up the music loud to taunt us and immediately shuts it off as we& #39;re talking
