The logic of an emergency shutdown was to temporarily hold the line while governments scrambled to create policies/procedures to make a return to daily life as safe and secure as possible.

The emergency line-holding only works if you actually used the time to create the policies/procedures to make a return to daily life as safe and secure as possible. The sacrifices demanded by a lockdown aren't made to solve the problem. But to BUY TIME to solve the problem.

What we're looking at now is a group who got an eight-week extension on their final project and spent that eight weeks screwing off as hard as ever. They're now sick of still being in school and want to go on summer vacation.

Or in the parlance of the President's war talk: A besieged city is told to hold out for 8 weeks while a relief army is scrambled. They patriotically endure. But the relief army is never actually scrambled. 8 weeks later the besieged city is told hey just break out on your own.
