@seanhecht Does the same general principle obtain in the relationship between the state and counties in California? That is, as I interpret this, that states can use their police power to impose more strict controls than those imposed by the federal government. (1)
But the federal government could impose more strict national controls. Is it the same in California, that counties can impose more strict controls than any statewide policy? That seems to be the case. But could the governor impose a more strict statewide control on counties? (2)
