Important to remember that luxury players at mid-table teams i.e. Cantwell & Grealish would still be fantastic as a between the lines playmaker for a team who players with a player like that (Madrid, City). Thing is, the majority of teams don't. They need physicality + technique.
David Silva would stand out at a Norwich for example but he'd be a moments player who wouldn't prevent the team from getting relegated. Same applies to Isco, Ozil, whoever. Look where Aston Villa and Norwich are. Grealish is a better player than all 3 of them.
The point is these players are hard to accommodate. They need specific circumstances. Slow tempo, possession-orientated football with positional play/balance to combine in the final 3rd. All top teams need a playmaker like Grealish but they can often get lost amongst physicality.
Grealish is a rolls-royce of a footballer who's superior to the traditional playmaker from a mental and physical perspective. He doesn't hide when kicked & relishes being the main man - Ozil, D. Silva, Isco are side kicks.

He's like Hazard but worse as an outlet/ball-carrier.
Grealish lacks that explosive edge and pace that Hazard has, which is largely what made Hazard the best player in the Premier League. You knock the ball within 15 yards of Hazard and he'll get it and 1) win a free kick 2) start an attack or 3) bring his team up the pitch.
Grealish can do that but not with the regularity of Hazard. Nowhere near the regularity of Eden in fact.

This doesn't prevent him from being world class but he'll need luck to be considered that. City probably the only PL team that can win titles with Grealish as a starter.
Grealish can't possibly be the player to transform an attack. He's a midfielder. A between the lines playmaker.

Sancho on the other hand can absolutely transform an attack. Has the technical quality combined with efficient use of his physical qualities (runs in behind, etc).
You add Grealish to the United team, Chelsea, Arsenal, whoever - their overall output will stay the same. You add Sancho to those teams and they'll score 20 more goals as a whole because the overall dynamism/space to play in increases because he creates space by running beyond.
It'd be like watching Spain play. Pointless passing with zero penetration until they inevitably get destroyed on the break because they're not compact enough. If they played with Pedro AND Morata as opposed to Silva, Isco, Busquets, Inesta, Fabregas and Morata they'd dominate.
