In the video, cop is heard saying "I'm arresting you in my presence" which can mean "you have done a crime in my presence so I'm arresting you" or caught in the act. So what is the crime that was caught in the act? Police can argue it's Art 151 or disobedience to authority

RA 11332 or the Mandatory Reporting of Notifiable Diseases Act prohibits the "non-cooperation" of virtually anybody. It is a broad law, and its use in the lockdown has been slammed by human rights lawyers. But as we stand, this is the legal mechanism the govt is working on.
