I just thought of something. What about livestock producers proposing a new RFS-the Rural Food System. We can implement it similar to the ethanol mandate. Instead it incentivizes food processing and distribution and it wouldn't just be for livestock, but all finished products.

The current breakdown in livestock processing is illustrating the limits of our food system. It is vulnerable and needs to be strengthened. What would be more important to consumers, fuel or food?
