As long as we're talking sprawl repair, you could also solve a lot of "there's nowhere to build new housing!" in these areas by allowing 2-3 stories of apartments to be stacked on top of retail

I think a lot of people assume retail has to be a nuisance, but a lot of what's annoying about it is precisely the stuff created by an auto dependent customer base. Gross, busy parking lot, floodlights or a giant illuminated sign etc etc
I lived next to a busy bar in Brooklyn for 6 years (like literally next to, we shared a wall) and and they didn't cause any issues for me the entire time I was living there.

If anything it's an amenity to live next to a business if all the customers are walking there
