So the act of lifting someone's chin is traditionally a move reserved for two specific and somewhat intertwined reasons.

This action is in a position of dominance, and the motive is to direct the subject's attention, often times at themself.

There are a number of ways one can do this, and each conveys their own intentions! I'll try to break down each version I can think of.
Single finger: whether fully extended or daintily hooked under the sub's chin, this is an example of a detached power move. Usually reserved for narcissists and villains. Using this is a display that with just a single finger they can direct and control the subject's vision...
And to some extent, speech. It shows that it takes no effort to manipulate someone. It is reserved for the most overconfident of people, and can in fact be considered kind of inhumane, due to how psychologically detached the person is from humanity.
The Chin Grip: Grabbing with the index finger and thumb either on the chin directly or at cheeks and jaw. This is a bit more desperate than the single finger, but is a far more direct at showing control.

If one where to compare this and the single finger...
The former would be a soft string, gently tugging along, a spider thread that is not easily broken but exhibits great authority.

The latter is an aggressive chain yanking at the subject, it's orders are blunt, direct, and often unflinching. You will heed them, or be punished.
This stance is more for those in search of a more primal control, so while villains are still in this category it falls more to those who refer to themselves as the "boss". They want it to be undoubtedly clear that they're in charge, and this act practically shouts it at you.
Gentle Cupping: this is an act of affection, and as such is a much softer and tender way of asserting dominance. It provides support, it is in a sense reassuring, and it practically takes away the burden of holding your own head up. This is probably the most normalized...
Form of... whatever you want to call this. Fun thing is anyone can do it, so a villain or hero can use this technique, as it puts out an air of security and makes the subject feel more at ease. It isn't as bewitching or binding, but it is still just as useful for...
Conveying that sense of dominance.
