My preferred take is as follows: what happens when the oppressive force that has created the orcs is no longer an issue? What happens when the population transformed into orcs by deprivation and coercion is given time to heal and adapt?
Alternatively, orcs are just the aesthetic niche of "human that is big and tough", like how dwarf is "human that is short and tough" or halfling is "human that is very small and sneaky", and you can easily erase and replace baggage.
Alternatively, there's the most practical version - orcs are just humans that are rewarded for monstrous behavior and participants in a system that encourages further cruelties.
Alternatively, and also equally most practical, orcs are just what your government calls the people you are at war with to get you to dehumanize them.
Alternatively, orcs are wild boars that were uplifted by a wizard/by freak accident just enough so that they can use tools.
