For Okita, I think I'd go either:
- Skill 1: Quick +50% for 3 turns (Unlikely, but Summer Okita set a level of precedent - otherwise I'd like for 2 turns if possible, if not then obviously it'd remain as is) and Quick Crit +50% for 3 turns (alternatively 100% for 1 turn)

- Skill 2: Increases Crit Star Absorption +1000% (so leave unchanged) + NP battery (30-40%?) - maybe throw in Quick Crit Star Weight buff too, I'd like to see that

That is of course not to say I'm at all certain that this is what an Okita strengthening would look like, it's just something I could see being the case and would really appreciate.
