TACTICAL CONSIDERATIONS
The base is protected on 2 flanks, West & North by the Tunisian border & the Sea .
These 2 sides can be reinforced; the West by a silent deal with a reluctant (but persuadable) Tunisian gvmt for a retreat / evacuation West in case of trouble;

On the North the positioning of Turkish ships on the West Libyan coast will be necessary

If Turkey may not want to station F4 or F16 planes (for obvious reasons), it has another ideal candidate: the armed HurkuĹź-C.
