So Councils can't open waste sites because of a lack of staff. Except they closed them as a lockdown measure, it wasn't forced on them by lack of staffing.

Councils could open - perhaps on a book a slot basis at first - or they could use commercial operators to collect bulk refuse (worth noting that commercial bulk refuse sites haven't closed)
What's evident is that, because Councils have no commercial incentive to open (quite the reverse), they have applied zero thought or consideration to how they might open safely.
The result is:
1. More fly tipping - watch for stern council press releases
2. More bonfires - councils now issuing finger-wagging statements telling people off for setting bonfires
