So Councils can& #39;t open waste sites because of a lack of staff. Except they closed them as a lockdown measure, it wasn& #39;t forced on them by lack of staffing.

Councils could open - perhaps on a book a slot basis at first - or they could use commercial operators to collect bulk refuse (worth noting that commercial bulk refuse sites haven& #39;t closed)
What& #39;s evident is that, because Councils have no commercial incentive to open (quite the reverse), they have applied zero thought or consideration to how they might open safely.
The result is:
1. More fly tipping - watch for stern council press releases
2. More bonfires - councils now issuing finger-wagging statements telling people off for setting bonfires
