@EU_Commission has published first guidelines on protecting universities & research organizations from foreign interference. It mainly targets China.

Similar process is being done by the Australian government, it is more detailed.

The EU guidelines focus on four areas:

Governance
Partnerships
Security
Values

It is pretty general, national institutions need to give it more specifics. But a good guideline.
Partnerships: Everybody should read @ASPI_ICPC (Chinese) Universities Tracker where you can see which of the Chinese universities are more risky to be working with.
On security: Many of European universities do not provide any real protection for their students and lecturers when engaging with Chinese entities. That must change.
On values: this is where the Chinese entities often engage and break principles of what we stand for in Europe.
Four phases how to do it.
