The places that had SARS remember SARS and behave as such when there's an outbreak of disease, it doesn't stop them going to concerts.
I think the reasons this grates is that it intersects with the 'we couldn't have done anything to stop this' school of thought. Like modern life is fundamentally incompatible with pandemic control. Which when you're looking from Korea or HK or Taiwan it just clearly is not.
