In the context of the conversation, he was listing things that can be done to make China "pay the consequences" for coronavirus.

It's impossible to say exactly how many PRC students in US are children of CCP officials, but very safe to say it's not hundreds of thousands.
Not that it even matters what the proportion is. The way Cotton said it would seem to suggest he supports preventing Chinese students from coming as a way to somehow punish China. That some are CCP officials' kids is incidental.
This is another of those policies that would actually be a huge gift to CCP leaders. There have been signals for years that some CCP quarters are uncomfortable with how many students study in the West, and that they've been trying to tamp down enthusiasm for it.
This would also do a few other things for CCP:
1) Sever idea that US leaders are only targeting the Chinese government, not Chinese people
2) Turn legions of Chinese otherwise amiable to the US against it
3) Aid the PRC's long-running goal of reversing its overseas brain drain
4) Would be a huge propaganda coup: CCTV interviews with crushed young students, talking about how their so-called "American dream" was shattered by American discrimination.
