Sir, as you know nine million Indian migrant workers in the six Arab Gulf countries are facing a tough time due to the Covid 19 pandemic.
The stories of their struggle, we hear are heart-wrenching ones.
Even though the Arab Gulf countries are doing their best to address the challenges of Indian workers in this critical situation, we feel that we should also step in to help them to overcome this depressing phase.
And I strongly believe that the Arab Gulf countries with whom we are enjoying decades-long bonding, they will not say no if extend help at this situation.
Sir, out of the 90 lakh Indians, you know that around 29 lakh Keralites are working in all six Arab Gulf countries.
Sir, by talking to Keralite workers in UAE and other Arab Gulf countries, we could understand that they are in a pathetic situation.
Action Point 1
With the help of the Arab Gulf governments and Indian missions, we can propose a plan to make temporary arrangements with Indian-run schools, hotels, and warehouses to turn them into isolation centers.
Reason
Due to the lack of beds in the Arab Gulf hospitals, infected workers are forced to stay in kitchens and terraces as they don’t have money to rent a new flat or book a hotel.
Sir, in a five-member room, you know that at least 10 adjusting is a normal thing in the Arab ...
...Gulf countries. So, if one gets infected, either the rest have to move out or the patient has to move out. In both cases, the availability of flats and money to rent them.
Action Point 2
With the cooperation of the Arab Gulf countries, we should try to send a medical team ( can be from sourced from the Indian Army or Indian Medical Association) to stay there and treat our infected workers.
The Arab Gulf governments will be very happy to hear this proposal and this can be made happen without many hassles too.
The Arab Gulf countries would be welcoming this move. Sir, as an example, to mention we had sent a team to Iran to diagnose the infected Indians in Iran in March 2020.
Reason
The Indian Consulate General in Dubai has hired two buildings to quarantine 200 Covid 19 positive tested Indian workers. Unfortunately, they couldn’t find medical and paramedical staff. So, they have issued a notice inviting 5 medics and 15 nurses to attend patients
Action Point 3
The Indian Community Welfare Fund with the Indian embassies should be used effectively to address the grievances of Indian workers during this crisis time.
Reason
Food and medicine are a problem for infected workers and also for others. Sir, as most of the Arab countries are under lockdown and as they have given the freedom for the private companies to adjust the salary, many are not paid. Many are struggling to buy medicines / food.
So, I strongly feel that this is an apt time to use our ICWF.
Action 4
The Indian embassies should certify social workers/charity groups for a short period temporarily because we need more people on the ground to reach out to our community members.
Reason
Now, many social workers are not able to lend help because of certification procedures. Only a few are recognized by the Arab Gulf governments. The current situation needs more social workers on the ground because Indian embassies are always short-staffed.
In the UAE case, the embassy staff strength, including the locally hired ones, is less than 200. With that number, the Indian embassy wouldn’t be able to reach out to all parts of UAE.
Considering this situation, if the Indian embassies prepare a list of social workers and get it accredited by the Arab Gulf governments, then that would be helpful in this situation.

We know that the Arab Gulf governments are always open and have high praise for India and the Indian system.
We strongly believe that they will endorse our proposal and join hands with us to make it happen at this crisis time.
