Nonsense like this is why advice should be coming from statisticians, not medical people. At peak, it didn't overwhelm the NHS, now it's down 40% and will fall further even if lockdown ended immediately - because people don't go from zero to hospitalisation overnight.
The goal should be to get up to around 6,000 and stay there until social interaction can no longer produce that many cases. Going to a few hundred would be socially and economically devastating. (And will make any 2nd wave much, much worse.)
Any strategy that suggests locking people up for months is either
(A) a strategy peddled by someone with no understanding of human behaviour.
(B) a strategy peddled by someone who's ok with a police state.
