If you live on the West Coast, USA what are the places you recommend for inexpensive living 1 bdrm, close to a decent VA Hospital, close to grocery shopping (including delivery), a decent public transportation system, a decent county hospital or hospital for 2 low-income people?

Correction: 2 low income means me and wife but the low income hospital, county Hospital, or charity programs would be for my wife. I'll be covered by VA Hospital. It'll be 2 people only we have no children. I need bottom floor apt as I am in wheelchair.
