There's a lot of talk regarding the 18th amendment and how health and other matters are a provincial subject. This is true but here are a few things to keep in mind during this Pandemic.
The economy has slowed down and will continue to do so. What this means is that tax
collection has slowed. No economic activity = no provincial tax collection either.
- In Punjab, around 86% of their total receipts come from Federal Government via NFC, Net Hydel Profits, etc. While the remaining 14% are Punjab's own tax collection via sales tax, property, etc.
- In Sindh, 78% of their total receipts come from the Federal Government via the NFC, royalties, etc. While 22% comes from provincial taxes via sales tax, property, excise etc.

- For KP, 96% of their total receipts come from the Federal Government via NFC, NHP, royalties, WoT.
While 4% comes from KP's tax collection.

- For Balochistan, similar to KP 96% of their total receipts come from Federal Government via NFC and other funding to make up for shortfall. While 4% comes from their own provincial tax collection.
So the questions that arise are:

1) Are the Federal Government's disbursements to the provinces according to the pre pandemic revised revenue estimates of 5.238 trillion?

2) Is Federal Government making up for the lower provincial taxes cause of the pandemic?
What does bringing up 18th amendment do? Provinces cant provide the fiscal stimulus that is required, can't borrow on their own, no central bank balance sheet expansion?
Provinces can't do much on their own with little resources during a pandemic.
