The Government of #Somaliland needs urgent Budget Support:

"A rapid estimate of the #CODID-19 effects indicates a revenue shortfall of 17.2% for 2020 total annual budget target."

A study by a @DFID_UK program supporting the Ministry of Finance, says.

"The most significant decrease is expected as a result of expected shortfalls in the collections of international trade taxes (at over SLSh 211 bn) and taxes on goods and services (at close to SLSh 100 bn)."

"This is driven by a combination of anticipated reductions in imports (with duties and taxes-on-taxes on approx. 40% of the total value of imports being foregone), and expected reductions in demand for livestock exports for Somaliland."

"The Ministry of Finance Development still has a window of opportunity to introduce fiscal policy measures to support preparedness. A supplementary budget is needed to reorient the 2020 budget towards immediate healthcare and business support priorities."

This thread is a call for International Community already supporting humanitarian and development in Somaliland to consider supporting directly through a budgetary support scheme
