There is a massive disconnect between software developers who are amongst the highest earning people who can afford the latest and greatest hardware and the average Indian.

Per capita income is Rs.1.35lpa / <12k per month.

Even entry level engineers earn many times that amount.
That's why when Aarogya Setu was launched it required Android 6.0 or newer.
