Is this a matter of incentives?

Are few of those in charge of commissioning and designing new buildings incentivised to provide beautiful architecture people would actually want to live around, take pride in, and pass onto their kids? https://twitter.com/simonsarris/status/1253527469912739843?s=19
If we ever move to a world where privately owned or run cities compete for residents, we might see a better alignment of incentives.

Competition to discover and bring about the most desirable (ie taking account of beauty, costs, functionality, and so on) city architecture.
