Instead, they're just going to change how they operate the jet. According to Bryan Clark, the F-35 doesn't often need to operate at supersonic speeds anyway and would only do so in extreme circumstances. Turning on the burners makes the aircraft less stealthy and kills its range.
However, a super-experienced fighter pilot I spoke with last year argued that its those extreme circumstances that he'd worry about. If he needs to dodge a missile or maneuver at high speeds, he needs the afterburner.
That answer is very much in line with the way Naval Aviation thinks about its fighters based on lessons learned during Vietnam.
